minister

(だいじん) The Minister of something (Education, Defense, Health, etc.)
 
(かくりょう) A member of the Cabinet. This is confusing, because by definition all members of the Cabinet are Ministers (大臣), I guess they use 閣僚 when talking about X San with respect to the Cabinet, and they use 大臣 when talking about X San with respect to his Ministry. For example, “There was a big public debate about whether pantsless chaps were legal in public, until Mr. Dongle, the Minister of ASS (大臣)officially ruled that it was awesome.” as opposed to: “Cabinet member (閣僚) Dongle is one of three Cabinet members with a wooden leg.”
